Committee approves LMRC funding request and hears labor relations staffing concerns

Jennifer Harling, Chief Labor Relations Officer, and Office of Management and Budget staff described an FY27 request to restore a $100,000 annual appropriation for the Labor Management Relations Committee NDA to fund joint trainings, team‑building and joint evaluations of benefits proposals.
Harling explained the LMRC fund supports training for committee participants and joint projects with union partners. She said the contract language was renegotiated so that the $100,000 appropriation is not subject to rollover; if funds are not spent in a year they do not carry forward. OMB reported prior rollover balances were sufficient in recent years, which is why the executive did not request additional appropriation in FY24–FY26, but those balances have been exhausted and the executive now requests the flat $100,000 for FY27.
Committee members asked about staffing and the Office of Labor Relations' OVET score (4); Harling said OLR is a small office that supports negotiation and grievance resolution across nearly 40 departments and that recent staff additions are aimed at improving processes. The committee recommended concurring with the LMRC appropriation and forwarding the related items to full council.
