Jackson County approves routine purchases, grant amendments and a lease extension; tables newspaper-ad contract

The board approved Amendment No. 2 to a Florida Department of Environmental Protection (DEP) grant (LPA0309) to reallocate costs among completed drainage projects without changing the total grant amount so the county can close out and seek reimbursement. The board also approved an amendment to a Rural Infrastructure Fund (RIF) grant to move funds within the project budget to reimburse emergency jetting work at a lift station on Highway 231 and Barbara Rose.
The board approved a roughly five-year lease extension with a federal tenant at the county Ag Complex administered by GSA; staff said the extension will increase county receipts by about $82,000 per year. The board approved surplus of old walk-up/read water meters for sale (staff said the buyer offered $2,333) and approved the sale of a surplus parcel to Mr. Lovett.
On the delinquent-tax newspaper advertisement contract, staff presented competing quotes (Graceville News and Jackson County Times) and confirmed both meet Florida statute requirements; commissioners expressed distribution concerns with the Graceville News and asked staff to bring back a comparison showing what last year’s cost would have been under the quoted rates. The item was tabled pending that analysis.
All approved items were handled by voice vote with the chair indicating assent; the newspaper advertisement award was explicitly tabled for further research and comparison.
