Planning staff told the council the applicant, Fairfield Homes, is proposing a three-story independent senior living facility on a 9.37-acre parcel (tax parcel 015494) with 28 one-bedroom and 18 two-bedroom units, three areas of open space, pedestrian connections and 59 parking stalls (10 ADA-compliant). Staff said the proposal conforms to the town’s 2030 comprehensive plan focus-area guidance when based on a site-specific plan and recommended approval conditioned on the applicant’s written agreement to limit the site to independent senior living and to annual compliance certification.
