Monterey council votes to agendize governance-policy review after public complaints about meeting conduct

Mayor Tyler Williamson introduced a councilmember-request item May 5 asking the council to agendize a review of the council governance policy that would focus on agenda-setting, meeting efficiency and the council’s agendizing process.

The mayor said longer meetings and post-COVID hybrid participation have contributed to meeting time pressures and proposed discussing structural changes, including whether to add an extra monthly meeting or adopt more formal rules such as Robert’s Rules or Rosenberg-style procedures.

Public commenters supported the review but urged the council to include code-of-conduct/accountability measures for treatment of public commenters. "Public comment is one of the few direct ways we have to participate in our local government, and people shouldn't have to fear being publicly rebuked from the dais after public comment closes," a caller said, urging protections so residents can speak without fear of retaliation.

Councilmembers debated scope and sequencing. Some members said the governance review should be comprehensive (including council expenses and conduct rules); others emphasized efficiency and timely handling of outstanding substantive items (public health and safety issues that had been pending). The council agreed to agendize the governance review and to use a special-session study meeting (the city indicated May 27 as a possible date) to begin the discussion. The motion to agendize passed unanimously.

Next steps include scheduling the governance study session, identifying the specific governance topics to be reviewed (agenda-setting, meeting length, public-comment protocols and potential code-of-conduct/accountability mechanisms), and working with staff on timelines and materials to ensure community input prior to any ordinance changes.
