Rules Committee advances 2026 omnibus pension bill, removing delay for public-safety COLA

Senator Frentz moved the Senate Rules and Administration Committee to recommend Senate File 4276, the 2026 omnibus pension bill, be passed and sent to the Finance Committee, and the committee approved the motion by voice vote.

The bill, presented by Senator Frentz, consolidates changes agreed by the Pension Commission and sponsors from both bodies. "The bill provides significant relief," Frentz said, and he highlighted benefit improvements for teachers, police, firefighters, 9-1-1 telecommunicators and parole officers. He said one important change in the package removes a previously required delay in applying cost-of-living adjustments for public-safety members, eliminating what he called a problematic waiting period.

Senator Pappas, who said she served on the pension commission, described the final package as a bipartisan effort that received unanimous commission approval. "We really had a very emotional last meeting where we talked about how important it was that we had such a bipartisan effort on pensions," she said, and she urged support for measures to safeguard pension security for state and local employees.
