Council agreed, by motion from Council Member Caffrey supported by Council Member Smith, to adopt a resolution naming the City Administrator as the Environmental Review Certifying Officer and the person authorized to sign the grant agreement and payment requests. A roll-call vote recorded unanimous ayes.
Council also set a public hearing on the grant application to satisfy the grant process, scheduling it for April 29, 2026 prior to the budget workshop. The resolution text notes that local funds relevant to the project will not be obligated before a formal grant award and completion of required environmental review procedures.
The application references the Michigan Strategic Fund’s CDBG competitive funding round and notes that the Michigan Economic Development Corporation will be involved in written authorizations for obligating funds if awarded. The resolution and related documents are on file with the city clerk.
