Carmel council awards five‑year janitorial contract to local firm

The Carmel-by-the-Sea City Council on May 4 approved awarding a five‑year janitorial contract to Bridal Building Maintenance, beginning July 1, 2026.
Tom Ford, staff lead on the procurement, told the council the city issued an RFP in November 2025 and received six proposals. Two top-scoring firms were Bridal Building Maintenance ($327,000) and Universal Building Services ($222,000). Ford said Bridal’s local Salinas base, existing staffing levels that avoid additional hiring, and quicker response capability were the primary differentiators.
“They have local proximity,” Ford said. “They guaranteed us that there would be no lapse in service.” He added that the firm uses a tracking system and has committed to training staff so operations can begin on day one.
Council members questioned the $100,000 price gap and asked whether the lower bidder could be managed to meet the city’s needs; staff said the difference largely reflected staffing and response guarantees and recommended the local firm for continuity of service.
The resolution (2026-025) authorizing the city administrator to execute the contract, with a base fee of $327,000 and a $6,000 supplemental services budget, passed in a roll call vote.
