Roosevelt County ratifies election MOU and LGRF applications, certifies mileage and forms road-viewer committee

Clerk Mandi M. Park told the commission the Office of the Secretary of State MOU for the 2026 primary election is the standard reimbursement agreement; the MOU covers $21,169.69 in reimbursable election expenses. Park said declining the MOU would leave the county responsible for all election costs and would not permit a local voter-ID requirement.

"If we chose not to sign the MOU, we would be responsible for the entire cost of the election with no state reimbursement," Park said, and she added voter ID requirements are outlined in statute and not contingent on signing the agreement.

The commission approved the MOU by motion.

Road Superintendent Juan Dominguez requested ratification of FY2027 Local Government Road Fund (LGRF) applications—CAPS, COOP and SB—and the commission approved those requests as a consolidated motion. Dominguez also reported the county’s annual certified county-maintained mileage is 1,206.031 miles; Commissioner Dixon and County Manager Meadow Forget discussed the possibility of opening roads but Forget said an ordinance change would be required.

Commissioner Paul Grider moved to form a road-viewer committee to evaluate a proposed closure of a half-mile section of South Roosevelt Road AX intersecting South Roosevelt Road 3; the motion passed unanimously.

Votes recorded: the election MOU and the consolidated LGRF ratification passed by majority voice votes as part of consent items; Resolution 2026-10 certifying mileage passed unanimously.

Next steps: the certified-mileage report must be filed by April 1; the road-viewer committee will evaluate the closure and return a recommendation to the commission.
