Staff advised that the yacht club had submitted some building-permit items but not a complete schedule and that disbursement of reclamation-district funds to the club remains under negotiation. Trustees said they could condition the approval to allow temporary fencing and rack installation now while delaying heavy contractor activity until after Labor Day if necessary.
