Greenville City Council approves 3% sales-tax incentive for new restaurant and clears three resolutions unanimously

The Greenville City Council on April 13 unanimously approved Resolution 2026-25, authorizing the city to reimburse 3% of sales tax paid to El Amigo Cantina and Grill LLC, following a short public hearing in which the Chamber Director confirmed the business plans to open at 91 Cahaba Road by the end of May.
Mayor Jae'Ques Brown opened the public hearing and asked if anyone representing El Amigo Cantina and Grill wished to speak. Chamber Director Tracy Salter told the council that "Noemy had apologized for her absence, but confirmed that plans are underway to open the new business, located at 91 Cahaba Road, by the end of May." With no comments in opposition, Mayor Brown closed the hearing and the council considered the resolution.
Councilmember Joseph West moved to adopt Resolution 2026-25; Councilmember Bryan Reynolds seconded the motion. Mayor Brown announced the motion carried with a unanimous vote of the council (Mayor Brown, Councilmembers Ed Sims, Brandon Smith Sr., Kenderius Boggan, Bryan Reynolds and Joseph West).
The meeting also covered two additional resolutions. Resolution 2026-26 declared certain city-owned property on Water Street surplus and authorized the sale to adjacent property owners after City Clerk-Treasurer Dee Blackmon explained the city purchased the parcel from the State about a year ago and adjacent owners expressed interest. Councilmember Brandon Smith Sr. moved adoption and Councilmember Joseph West seconded; the motion carried unanimously.
The council adopted Resolution 2026-27 to issue an ABC license to Falcon Group LLC d/b/a One Stop 99 for retail beer (off premise only) and retail table wine (off premise only). Councilmember Bryan Reynolds moved the resolution and Councilmember Ed Sims seconded; the motion passed unanimously.
On expenditures, Councilmember Joseph West moved to approve the listed expenditures. The council approved a budgeted undercarriage purchase for a 43A loader from Thompson Tractor in the amount of $34,321.14. Councilmember Brandon Smith Sr. seconded the expenditures motion, and the council voted unanimously to approve the payments.
Mayor Brown adjourned the meeting at 5:25 p.m.
What happens next: The incentive for El Amigo Cantina and Grill and the property-surplus authorization take effect as city resolutions; the council did not record any conditions on the incentive during the meeting. The city will proceed with the approved expenditures and the planned vendor purchase noted in the minutes.
