Resident alleges sewage flooding, mold and accessibility failures at Gateway Condominiums; says complaints escalated to HUD

A resident of Gateway Condominiums told the Board of County Commissioners that years of unresolved maintenance issues culminated in a February pipe burst that, she said, flooded units with "category 3 sewage," caused lasting mold problems and left elderly residents without reliable elevator access.
Stacy Ray Selden (S14) said management figures she named — Roy Paris and Sean Kingston — and housing-authority staff have not remedied issues and in recent days have issued notices she describes as attempts at financial coercion. "This is not just negligence. It is a clear violation of the Fair Housing Act, the Americans with Disabilities Act, ADA, and a blatant case of discrimination," she said, and added that she has assembled photographic and video evidence and escalated complaints to HUD, the governor's office and the Maryland Insurance Administration.
Selden said residents have been displaced for extended periods and that some elderly neighbors must climb many steps because elevators are out of compliance. She asked the commission to place the matter on the record and said she expected follow-up from county staff.
Commission staff did not record a response at the forum. Selden's account raises potential civil-rights, public-health and habitability issues that county officials may need to verify through inspection and formal complaint channels.
