Smithville council approves first reading of FY2026–27 budget ordinance; tax rate pending state certification

The Smithville City Council passed the first reading of Ordinance No. 541, an ordinance to adopt the annual budget and tax rate for the fiscal year beginning July 1, 2026, and ending June 30, 2027, and to amend the budget for the year ending June 30, 2026.
The clerk summarized the ordinance and noted that the city's taxable rate for 2026 will be adopted when the official certified tax rate from the state comptroller's office becomes available. "There are no plans at this time to exceed the certified tax rate, which is set by the state," the clerk said, and added the city cannot have a second reading until the certified tax rate is in place; officials expected that certification in the next week or two.
Councilmember Mr. Washer moved to pass Ordinance No. 541 on first reading; Ms. Higgins seconded. A roll-call vote recorded unanimous "yes" votes (Jessica Higgins, Donnie Crook, Beth Chandler, Shawn Jacobs and Danny Washington), and the first reading passed.
The ordinance will return for second reading after the official state-certified tax rate is available; the council did not adopt a final tax rate at this meeting.
