Turnpike authority approves Blanco interchange, bridge rehabs and routine finance items

The board approved Item 1393, a package of three construction projects. Engineering staff said the lowest bidders were Manhattan Road And Bridal for the IN36602A full diamond interchange at State Highway 63 near Blanco on the Indian Nation Turnpike (Pittsburg County) at $9,058,719.80; TJ Campbell Construction for CMC 40 (shoulder and guardrail reconstruction on the Cimarron Turnpike Spur in Payne County) at $5,424,066; and Frontier Bridge Incorporated for tied projects C75/C76 (rehabilitation of Turnpike Over Bridge 75.83 and TPO Bridge 92.67 in Pushmataha County) at $5,671,867.81. Staff said the low bids were below the engineers’ estimates and recommended approval.
The motion to approve Item 1393 passed by roll call. The minutes record affirmative votes for the members called during the roll: Mister Berry, Mister Cummings, Mister Madigan, Mister Kitsworth, Miss Weber and Mister Jones.
Separately, the authority approved Item 1394, which staff presented as two change orders intended to compensate a contractor for additional work and to address an overrun on an existing item. Staff stated the change orders had been reviewed and recommended for approval; the board approved the item by roll call.
On finance business, staff presented Item 1392, the payment register for March 2026 that included all payments made by the authority for the month. Finance staff recommended approval and the board approved the payment register.
What happens next: staff will execute contracts with the listed low bidders and proceed to construction scheduling and coordination. The Blanco interchange work was described elsewhere in the meeting as slated to begin in late summer and to take roughly one year to complete.
