The Muskogee City Council on April 27 approved a package of land‑use and zoning changes, vendor awards and surplus property declarations aimed at supporting local commercial uses and upcoming public works projects.
Planner Miss Winkle told the council she sought amendments to the comprehensive plan’s future land‑use map and companion rezoning ordinances for several properties, including 617 Elgin Street (to allow an adult day‑care use), 510 South 7th Street and 627 Elgin Street. Each item drew no public speakers at the scheduled hearings and passed on roll‑call votes directing staff to update the official zoning map.
The council also approved procurement items recommended by staff. Contracts approved include an elevator maintenance agreement with Otis Elevator Company to cover four elevators in city facilities, an electrical maintenance contract with B and R Electric at set hourly rates, and a generator maintenance agreement with Intech Sales and Service for preventive maintenance visits. For water‑system work, Cook Consulting LLC received the low bid of $199,900 for chemical‑feed system improvements and IMC Consulting LLC was awarded a rebid to replenish anthracite filter media at a unit price of $26.50 per cubic foot (totaling $182,850); public‑works staff described the anthracite purchase as necessary to restore filter run length and improve turbidity removal.
"Staff does recommend approval," said a staff presenter when introducing the claims and contract items.
Council also declared several items surplus. A 10,000‑gallon steel storage tank at the wastewater treatment plant was declared surplus to allow removal for new plant construction, and the former teen center at 322 Callahan Street was declared surplus so staff can solicit requests for proposals for redevelopment. The council appointed a five‑member committee to review those RFPs.
A series of smaller public‑works and maintenance awards — including bids for asphalt materials and a plumbing contract for city facilities — were approved after staff explained distribution procedures and quality checks for materials.
Why it matters: The rezonings and land‑use amendments clear regulatory hurdles for new commercial uses in several neighborhoods, while the procurement and surplus actions set the city’s maintenance and capital plans for the coming fiscal year and begin the process to repurpose an underused city property.
The council concluded several items after an executive session that produced action on collective‑bargaining and personnel matters; among the appointments approved was the selection of Carrie Spencer as interim city attorney. The meeting adjourned after the council wrapped all agenda items.
