Town engineer Enoch Gerald told the Board of Commissioners April 27 that six bids were received for the 2026 roadway repair program and that the lowest, recommended bid was from AMI Lebanon at $713,135.60 on a unit‑price basis. Gerald explained the contract is unit‑price (quantities may change) and recommended the board authorize a resolution to award the contract and allow staff to add funds up to $750,000 to cover possible overruns.
Gerald summarized priorities and schedule: Nolan Park Circle is the first location; a base failure repair there could cost an estimated $100,000. He said the town expects the contractor to start in June and likely finish by August, and noted the contract is structured so staff can monitor spending and stop work if the budget cap is reached.
Funding sources for the project are state street‑aid funds (gas‑tax derived, population‑based allocations) rather than the town’s general fund, Gerald said. He noted the state street‑aid balance shown in the packet but the board did not debate the fund balance in detail during the work session.
Commissioners asked clarifying questions about priority lists and potential inclusion of additional intersections; Gerald explained some add‑alternates (millings) were bid but staff recommended accepting the base tonnage bid and not the alternate that would add roughly $10,000 to the cost because of additional hauling and weighing requirements.
Staff requested authorization to place the resolution on the next regular meeting agenda to award the contract and allow up to $750,000 in total authorization to cover contingencies and unit‑price variability.
