County committee updates highway projects, declares surplus vehicles and approves escrow for Archtop Solar

McLean County’s Land Use & Transportation Committee on May 5 approved a resolution declaring older highway vehicles surplus and received status reports on several county road and bridge projects, including Hudson West Road reconstruction, Leroy in-town resurfacing, Anchor Road resurfacing and a township bridge replacement in Martin Township.
Jerry Stokes of the highway department summarized equipment turnover: newer Peterbilt trucks have replaced two Western Star tandem trucks and the department expects to auction the surplus units. The committee voted unanimously to declare the identified vehicles surplus.
Stokes showed project photos and status updates: Hudson West Road reconstruction has completed culverts and drainage work and is progressing to earthwork; in-town Leroy resurfacing has a binder lift placed and surface work expected within weeks; Anchor Road (Route 9 to 165, ~6 miles) has been milled and is preparing for binder; and a Martin Township bridge has had piles, abutments, precast deck beams and initial concrete work completed with an anticipated completion around mid-June.
On zoning-related business, the committee approved an escrow agreement required by county ordinance for a commercial solar facility by Archtop Solar LLC near Saybrook. Phil (building and zoning staff) clarified the escrow will be between McLean County and Archtop Solar; the bank will be determined later when escrow funds become due. The committee recorded unanimous approval.
