Box Butte County commissioners approve agreements, sign USDA amendment and back Opportunity Zone; narrow 2-1 vote on MIPS contract

The Box Butte County Board of Commissioners approved multiple administrative agreements and took up routine county business during its April 22, 2026 meeting in Alliance.
Commissioner Mike Sautter moved to approve the MIPS Assessment Review Agreement 2026-06; Commissioner Brett Ditsch voted no and the motion carried 2-1 with Sautter and Chairman Steve Burke voting yes. The board recorded unanimous approval to allow Sheriff Ryan Dannar to sign two Cidnet agreements (2026-09 for content and security and 2026-10 for audio and video). Chairman Burke moved the authorization; the motion passed on a unanimous roll call.
State Wildlife Services Director Ryan Powers attended to discuss wildlife services and aircraft maintenance costs; the board moved to sign USDA Wildlife Amendment Agreement 2026-08 on a unanimous vote. John Weare, executive director of Keep Alliance Beautiful, provided an overview of services and recycling volumes; no action was taken on that presentation.
The board also signed a letter of support for the City of Alliance's Federal Opportunity Zone designation and approved three interlocal agreements with Grant County: the VSO Interlocal Agreement 2026-11, the Jail Interlocal Agreement 2026-12 and the Highway Superintendent Supervision Interlocal Agreement 2026-13. All four motions were recorded as carried unanimously.
During the meeting the Board of Equalization opened at 9:15 a.m., accepted Applications for Exemption (Form 457) for VSL Alliance LLC and VSL Alliance Assisted Living LLC as presented by Treasurer Valery Bell, and signed Correction Book No. 377 to accelerate 2026 personal property taxes for Property ID 070246300.
