The Winter Garden City Commission voted unanimously to adopt three ordinances — 26-01 (annexation), 26-02 (future land use map amendment) and 26-03 (rezoning to a planned unit development) — to allow the New Life Slavic Church to locate on two parcels at 1414 East Crown Point Road and 1325 East Fuller's Cross Road.
Planning Director Carson (speaker 11) told the commission the applicant is requesting annexation of the parcels into the city and a future land-use change from Orange County low-density residential to city low-density residential, followed by rezoning the properties to a planned unit development. The proposed project documents a planned 11,162-square-foot church and included measures to mitigate visual and traffic impacts, tree preservation where possible, and site landscaping and buffering.
Carson said staff reviewed the application and found it consistent with the city's land development regulations and comprehensive plan, and recommended approval and adoption of the three ordinances. The public hearing drew no speakers and the commission approved the ordinances unanimously.
Why it matters: Annexation and rezoning change municipal jurisdiction and enable construction of the church under a PUD that sets site-specific requirements; staff highlighted traffic improvements and buffers intended to reduce impacts on neighboring properties.
Next steps: With adoption complete, the applicant may proceed with permitting and site-specific approvals subject to the PUD requirements and any staff conditions noted in the approval.
