During discussion commissioners asked whether the leash rules applied to off-leash dog parks; staff clarified that current off-leash parks in the area are county-operated and not covered by the city leash provisions. Commissioners also questioned the choice of an eight-foot leash; staff and the mayor noted that eight feet is a standard reflected in county and state guidance but that six-foot language had also been discussed.
After brief discussion and no public comments at the hearing, the commission voted unanimously to adopt Ordinance 26-10 on second reading.
