Springville council approves $73,922.50 county agreement to tar-and-gravel two athletic parking lots

The Springville City Council voted to enter into an agreement with the county to tar-and-gravel two athletic-complex parking lots at a combined cost of $73,922.50.
The mayor presented county quotes showing $48,085 to tar-and-gravel the Springville Station Sports Complex parking lot and $25,837.50 for the baseball field parking lot. Under the arrangement discussed, the city will pay for materials and half the labor while the county covers the other half of the labor.
Council members said the price is favorable compared with private contractors and noted the town’s repeated annual expense to re-stripe and regrade gravel surfaces. One council member estimated the city spends roughly $10,000–$15,000 per year on periodic gravel maintenance, which supported the argument for a one-time tar-and-gravel project.
Timing discussed at the meeting targeted late July to early August to avoid peak activity at the parks. A motion to approve entering the agreement with the county was made by Ms. Reeves and seconded by Mr. Vinson; the motion passed by voice vote.
City officials did not provide a separate breakdown of future maintenance obligations after paving; council members said they will monitor performance and costs as projects proceed.
