Clay City Council accepts $92,000 Innovate Alabama award, approves multiple routine resolutions and tables procurement-card limits

The Clay City Council on the evening reviewed a first-reading ordinance on outside-agency funding, accepted multiple grants and passed several routine resolutions while referring a proposed procurement-card policy to the finance committee for further review.
Mayor (Speaker 1) told the council the city had been awarded $92,000 through the Innovate Alabama network program to support an Innovation Trails project: "$75,000 to the trail and infrastructure development, $10,000 for smart infrastructure lighting and project management evaluation at $7,000," the mayor said, describing those line items as how the award was broken down.
The council approved Resolution 26-36 to accept and administer the Innovate Alabama award and passed other items in unanimous roll calls. Councilors also approved a WEX fuel-management agreement under Resolution 26-30 and adopted payroll-deduction authorization for voluntary Aflac products (Resolution 26-31).
The council approved a budget amendment of up to $21,000 for installation of the base for the Clay Public Library sign (Resolution 26-32). Staff said the city will act as contractor and accept a vendor bid not to exceed $21,000.
A proposed procurement-card policy (Resolution 26-34) that would have designated employees to receive procurement cards and specify monthly card limits prompted extended questions about oversight and recommended limits. One councilor said the proposed per-card limits for several positions appeared high and asked that the finance committee review usage data and recommend adjusted limits. After discussion, the council voted to table Resolution 26-34 and refer it to the finance committee for consideration.
The council also approved Resolution 26-29 to create a five-member ad hoc committee to study development of the DYS property and accepted a $2,500 Alabama 250 grant for the city celebration (Resolution 26-35).

The mayor and staff emphasized that the ordinance presented as a first reading on outside-agency funding is intended to set public-purpose and accountability requirements for any municipal funds provided to outside organizations; legal counsel said first reading requires no action and gives members time to review the draft before final consideration.
The meeting concluded with the council setting a disciplinary hearing (see separate article) and scheduling the next regular council meeting.
