Spring Hill staff unveil $150 million draft FY27 budget, warn of tight margin and falling development revenues

Spring Hill city staff on Tuesday presented a $150,000,000 draft fiscal year 2027 budget to the Board of Mayor and Aldermen and warned that while the budget balances on paper, the general-fund cushion is extremely thin and several key revenue streams have softened.
"We have $150,000,000 budget that we're presenting to you for this fiscal year," said Mister Napier, the staff presenter. He said the total represents roughly a 13% increase over the prior year and that the increase is driven primarily by capital spending and personnel costs.
Napier said the draft assumes one-time uses of fund balances to advance capital projects — citing Port Royal and Buckner as examples — and relies on a reappraisal-driven property-tax increase and state-shared revenues to help balance operations. "If you add in the one-time uses of the various fund balances to accomplish some of the capital initiatives... you'll find real quickly that the budget does balance," he said.
