Spring Hill planning commission recommends June Lake rezoning, asks signal be timed to collector opening

The Spring Hill Planning Commission voted unanimously to recommend rezoning RZN1995‑2026 (June Lake PZD) to the Board of Mayor and Aldermen after staff emphasized traffic concerns and recommended installing a traffic signal at June Lake Boulevard and the June Lake Collector Road.
Senior Planner Moran told commissioners the revised internal circulation study meets the city’s traffic analysis requirements but identified potential level‑of‑service problems at several intersections and urged the commission to require the signal to aid northbound left turns and protect pedestrians and cyclists.
Wood Caldwell of Southeast Venture, appearing during public comment, said the applicant agrees with staff on most items but asked that the timing of the signal coincide with the opening of the collector road. “We'd like to put that signal in at the time that the collector is open,” Caldwell said.
Several commissioners pressed staff and the applicant to preserve pedestrian connectivity. Commissioners discussed an existing pedestrian/bicycle underpass and asked for a sidewalk on the northern side of the southern entrance so the site provides safer access for vulnerable users.
On a motion to forward RZN1995‑2026 with staff’s six conditions and amended language that the traffic signal “coincide” with the collector opening, the commission voted 7–0 to recommend approval.
The matter will now go to the Board of Mayor and Aldermen for final action.
