City staff returned to the board with funding-relationship options for the CSA vertical construction phase during the April 6 work session.
Mr. Napier and team explained three possible approaches: (1) sanitation and stormwater as direct funding partners because they will occupy long-term space in the CSA buildings; (2) utilities taking a more substantive role by installing hard infrastructure (water and sewer) into the building footprint as a form of contribution; and (3) mixed approaches that use bonding or one-time cash contributions. Staff estimated that utility installation of on-site infrastructure could cost approximately $1,000,000 to $2,000,000 depending on scope and material costs, and noted a broader footprint/broker opinion range of $1,100,000 to $2,600,000 for valuation purposes.
Board members raised legal and nexus questions—whether the proposed transfers and uses of utility funds would meet statutory nexus tests and auditor expectations. The city attorney offered to prepare a formal written opinion and staff reported they had run preliminary options by auditors and the comptroller’s office without identifying fatal concerns. The board directed staff to develop tangible, budget-level proposals and to obtain legal analysis on nexus and allowable funding strategies before any cash transfers or bonding are finalized.
