Dade City adopts micromobility ordinance to regulate scooters, e-bikes at events

The Dade City Commission on April 28 adopted Ordinance 2026-03, a new code article regulating the operation of micromobility devices such as electric scooters and e-bikes.
City staff explained that rising use of these devices created safety and enforcement ambiguity within event footprints and that the ordinance establishes definitions, prohibited zones, and enforcement mechanisms for designated events. "The use of these devices including electric scooters, e-bikes, and similar equipment has increased significantly across Florida communities," staff said when presenting the ordinance.
The ordinance passed on second reading by roll-call vote, 5–0. No public speakers opposed the measure at the hearing; a resident asked whether the rule applied to regular streets (staff clarified it targets closed event footprints, not normal neighborhood streets).
The ordinance provides the commission and staff a clearer enforcement tool during downtown and civic events while preserving normal roadway operations outside the designated event zones. The city clerk read the ordinance title and the clerk recorded the unanimous vote.
Next step: ordinance is adopted and will be codified in Chapter 94 (traffic and vehicles) of the Dade City code.
