Dade City commissioners voted unanimously on April 14 to approve on first reading an ordinance aimed at regulating micromobility devices during city events.
City Manager Van Ervin said the proposed ordinance—Ordinance 2026‑03—establishes an operational framework for electric scooters, e‑bikes and similar devices in designated event zones to reduce pedestrian conflicts and clarify enforcement. "The use of micromobility devices has increased significantly across Florida communities," Van Ervin said, adding that the ordinance would allow officers to ask riders to step off their devices, walk through an event zone or leave the area.
The ordinance specifically exempts devices used for medical purposes, and staff said enforcement is designed to be civil rather than criminal. According to staff, an officer may order removal from an event zone and, for repeat or noncompliant behavior, pursue a civil citation under the city's code enforcement chapter.
Commissioners praised recent edits to narrow the ordinance’s scope and improve enforceability. Commissioner [Cosentino] moved approval on first reading; the motion passed 5–0. The ordinance will return to the commission for a second reading at the next meeting.
Supporters said the change addresses public‑safety concerns raised by residents—including people with hearing impairments who worry about fast riders on sidewalks—while maintaining access for assistive devices. Implementation details and signage for event zones will be handled by staff and law enforcement before the next reading.
The commission did not take further amendments during the vote; staff will bring any additional refinements for consideration at second reading.
