Church seeks phased parking expansion; staff wants parking and access studies before approval

At the April 27 work session, staff asked for feedback on SPC2030726, a conceptual site plan for parking expansion, utility extensions and stormwater facilities at the Church of the Nativity site west of Buckner Lane.
The site was annexed in 2013 and has previously approved master plans and phases; staff said the applicant applied on Feb. 3, 2026, for a site-plan revision to add parking and utilities. Staff deferred approval until the applicant provides a parking and access study that allows staff to provide a detailed recommendation.
Jonathan Duda, a parishioner, told commissioners the property’s approved master development plan and prior rezone history should be reflected accurately in the report; he said their consultant completed a parking-demand study that found current needs exceed the city's minimum standards and that the applicant proposes approximately 95 new parking spaces in Phase 1. Duda said traffic counts and an access study are underway and expected soon.
Commissioners said phased construction is acceptable if the applicant returns with the additional studies staff requested. No vote occurred at the work session; staff said it will review the parking and access materials once submitted and present recommendations at a voting meeting if warranted.
