The Delaware Muncie Metropolitan Plan Commission approved a resolution to amend its rules of procedure so that requests to vacate subdivision plats will be handled by the plat committee rather than the full commission.
Staff explained the change was proposed after administrative difficulties in recording plats following a prior vacation case earlier in the year. Counsel Alan Wisely and staff recommended the transfer to streamline processing because the plat committee already hears plats and subdivisions. Commissioners discussed a concern raised by a board member (Tom Borchers via email) that vacating a plat should not terminate drainage maintenance responsibilities; counsel and staff recommended the plat committee be asked to consider drainage and maintenance conditions when ruling.
Commissioners took an up‑or‑down vote on the resolution (described in the motion as amending Article 6, Section 8 in Exhibit A and approving resolution 2026‑04) and recorded seven yes votes for approval. The resolution language will go into effect according to commission procedures; the plat committee will hear future plat‑vacation requests and may include conditions addressing maintenance and drainage.
