Ken Zaltrow, an engineer with GPI representing the applicant, told the board the lots are unchanged from the prior submittal and that the team has been coordinating with Erie County agencies on infrastructure. "We are currently awaiting, from Erie County Health Department, their final sign off on the subdivision map before we're able to file it with the Erie County Clerk's Office," Zaltrow said.
The matter was placed on the agenda via a legal notice read at the start of the meeting announcing the Planning Board would consider site‑plan approval for a proposed eight‑lot subdivision. Board members pressed the applicant only for procedural clarifications: Zaltrow said mid‑March infrastructure changes—chiefly around services for Sub Lot Number 6—had been addressed to the county's satisfaction, and that the developer hopes to begin site infrastructure this summer but had no firm start date.
Chair and board members also noted a village board resolution regarding a hydrant on Conway Street. The applicant said he had requested action from the Village of Lancaster and would follow up with Lancaster's engineer to confirm completion of that obligating action.
Departmental reviewers reported no outstanding concerns: code enforcement and village engineering said their comments had been addressed, and the fire department reported nothing outstanding. After discussion, Member Matuszak moved "to make a recommendation to the Village Board to accept the site plan as submitted," a motion recorded as seconded by Member Soja. On roll call the board recorded affirmative votes from Member Soja, Member Matuszak, Member Spencer and Chairman Maciaski; Member Fedorovich's vote was not recorded in the transcript. The motion carried, and the recommendation will be forwarded to the Village Board.
The applicant indicated the subdivision map will be filed with the Erie County Clerk after receiving final Health Department sign‑off; the timeline for home construction will depend on market conditions. The board adjourned at 7:07 p.m.
