Cookeville council approves multiple equipment purchases, project bids and change orders

Cookeville City Council on May 7 approved multiple vehicle and equipment commitments and several project contract actions the city described as necessary to replace equipment lost to fire and to capitalize on favorable pricing.
Miss Elrod, presenting several fleet items, asked the council to commit to the purchase of a 2027 Mac front-load garbage truck for $373,002.24 and a 2027 MAC dumpster truck for $143,002.72 contingent on approval of the FY 2026-27 budget. Elrod also recommended purchasing a 2027 Isuzu street sweeper (Nighthawk Raptor 2) for $134,008.77 that staff said is available for immediate delivery; staff said insurance proceeds will cover the cost of that purchase and proposed related budget amendments.
On equipment replacement after a fire, staff proposed committing to a Vermeer horizontal grinder priced at $740,006.38. Mills said the city received an insurance payment of about $253,000; staff indicated the remaining cost would be split with Putnam County, leaving an approximate $250,000 net cost to the city (staff characterized these rounded numbers as approximate). The council approved the grinder commitment and the other conditional vehicle commitments by voice votes.
On capital projects, staff reported they received a single complete bid from Rogers Group Inc. of $497,007.23 to widen about 250 feet of Interstate Drive, add a dedicated right-turn lane and convert an existing right-turn lane to dual through lanes; council approved the award. Staff also presented a final change order for the Stevens Street improvement project that added $394,003.48 to the contract for unanticipated unsuitable soils and related tie-in work; the council approved that change order and other waterline adjustments.
All of the procurement and contract items described in the meeting were approved by the council (voice votes recorded as 5-0). Staff said some purchases are contingent on next year’s budget and that insurance proceeds and existing intergovernmental cost-sharing arrangements will offset portions of the outlays.
What happens next: Staff will process contracts and required budget amendments and return any items that require formal budget adoption or additional approvals.
