Councilman Herring said he does not favor placing recruits on full payroll because doing so increases city salary and benefit costs; others proposed a stipend and a conditional service agreement that requires prorated repayment if recruits leave early. City manager Wood said administration will prepare a formal proposal, including legal sufficiency, stipend versus payroll options, and suggested terms (three years of service and prorated repayment were mentioned), and will present it at the next regular session for council consideration.
