Isanti County adopts 2026 invasive-species plan, approves watercraft inspections and schedules zoning hearings

Trina Bergloff, Isanti County zoning administrator, presented multiple land-use and natural-resources items that the board approved or moved to public hearing on April 21.
Bergloff asked the board to adopt the 2026 Invasive Species Prevention Plan required by the Minnesota Department of Natural Resources under a three-year delegation agreement. She said the AIS account held $78,900 and the county would receive $68,004.51 for the year (split into two payments), which together would cover the plan's requested $97,000 budget. The board adopted the plan by roll call.
Bergloff also recommended approval of a contract with Waterguard Services to provide watercraft inspection services (coverage through September, a total of 459 inspector hours, and proposed rates). She reported a maximum expected contract cost of $78,776.40 (including training hours) and said the county attorney had reviewed the agreement form; the board approved the contract by roll call.
The board received several Planning Commission recommendations: the preliminary plat "Old House Hill" (Jane Chapman Living Trust) in Bradford Township (62.63 acres, two proposed lots) was accepted for review and the Pam Street request to amend a 2019 conditional-use permit for a farm winery (expanded hours and revised screening deadline) was approved with five supporting findings; a neighbor had expressed opposition to increased traffic on the driveway.
The board set a May 19, 2026 public hearing (9:30 a.m.) to consider rezoning of H2 Land Holdings LLC property along State Highway 95 from Agriculture-Residential to Business (excluding the house parcel), and set a May 19, 2026 public hearing (10:00 a.m.) to consider zoning-ordinance amendments clarifying transfer-of-development-rights language and changing how cemeteries, churches and similar public uses affect building rights.
All actions reported in this item passed on motions and unanimous roll-call votes.
