Planning commission forms new ad hoc subcommittees and assigns commissioners to working groups

Staff outlined the current ad hoc structure and noted which bodies are subject to Brown Act rules depending on permanence and membership. Commissioners agreed to continue the zoning code update subcommittee, the housing element ad hoc committee and the arterial fence-wall master plan subcommittee, and to create three additional ad hoc committees focused on open space conservation, the safety element update and a wireless ordinance update.
Commissioners volunteered and were recorded as members: zoning code update subcommittee — Commissioner Churro, Chair Noman, Commissioner Santa Rosa; housing element ad hoc committee — Chair Noman, Vice Chair Brock, Commissioner George; arterial fence wall master plan committee — Commissioner Christian, Commissioner Santa Rosa, Commissioner Okconor; open space conservation subcommittee — Commissioner Christian, Chair Noman, Commissioner Santa Rosa; safety element update subcommittee — Commissioner Christian, Commissioner George, Vice Chair Brock; wireless ordinance subcommittee — Commissioner George, Commissioner Churro, Commissioner Okconor. Staff noted ad hoc committees are typically topic-limited and may be reconstituted as issues arise.
Commissioners debated membership rotation, Brown Act considerations for committee size and permanence, and the benefit of having the planning commission involved early in safety-element and wireless-ordinance work. Several commissioners emphasized the safety element's role in defining public-safety standards (wildfire, evacuation and home-hardening policies) that can inform later project reviews.
The motion to continue the three existing committees and form the three additional ad hoc committees was seconded and carried by majority vote; staff will provide meeting notices and agendas for the newly constituted bodies.
