Developer says 401 JW Davis subdivision will offer lower‑cost homes; council introduces ordinance
Summary
Trent Anthony introduced a proposed major subdivision at 401 JW Davis Drive with lots averaging about 10,000 sq ft and houses the developer said would sell near $200,000; a teacher testified such homes would allow educators to live in Hammond. Council introduced the ordinance for later consideration.

Trent Anthony presented plans March 24 to subdivide 401 JW Davis Drive in District 3 into seven lots that he said average about 10,000 square feet and would accommodate single‑family, owner‑occupied homes.
"The lots being proposed ... are measuring about 10,000 square feet each," Anthony told the council. He said the house plans fit required setbacks and that his proposed homes would be priced at approximately $200,000 — a price point he described as more affordable than the city average.
Charity Farrar, a local teacher who said she has looked for homes in Hammond, told the council that housing at that price point would make it feasible for teachers to live in the community. "If we have some nice homes priced around 200K, it would be ... possible that I am able to afford a new home in the area I want to live in," she said.
Council members introduced the ordinance to consider the subdivision at a future meeting. Questions raised during the discussion included lot sizes relative to RM‑2 zoning minimums, the developer's assurance that no multi‑family units would be built, and whether any restrictions (for example, owner‑occupancy or a resale restriction) could be strengthened during upcoming UDC/zoning revisions.
No formal vote was taken on final approval; the introduction advances the item for later council consideration.
