Los Gatos staff give council quick refresher on Rosenberg27s Rules to speed meetings and clarify public comment

Town staff presented a concise review of Rosenberg's Rules of Order and how the rules interact with state law and the town's meeting policies. The training emphasized key points for running efficient public meetings: recognize speakers before they speak, place a motion before substantive debate, use amendments or substitute motions to refine proposals, and apply time limits or debate-limiting motions when appropriate to preserve the ability to act.

The presenter (town attorney) walked the council through main motions, amending and substitute motions, the "previous question"/limit-debate mechanism (and its two-thirds threshold), motions to table or continue, and rules for suspending normal procedures. Staff explained that the mayor (as chair) may set reasonable time limits for council debate or public comment and that the town's agenda policy and recent changes to state law allow staff to warn and remove disruptive speakers when a meeting is materially impeded.

Council members asked practical questions during Q&A: whether loss of quorum requires adjournment (staff advised jurisdictions treat this differently and recommended erring on adjourning when unsure), how "friendly" amendments become formal if rejected, and what standards govern limiting public-comment time during both general verbal communications and agenda items. Staff said that the mayor retains discretion and that the town will share training materials with commissions.

The council closed the item and adjourned after confirming that staff will provide any follow-up training materials for commissions and that the town attorney and clerk are available for procedural questions going forward.
