Principals outline school-based management teams; committee sends policy 3415 back to sponsor for revision

On March 24, 2026, the Policy & Governance Committee heard principals from Cooper Lane Elementary, Hyetszville Elementary, Drew Freeman Middle and PTOIC High explain how their school-based management teams (SBMT/SPMT) operate and voted to send policy 3415 back to the policy sponsor for revision.
Principals described SBMTs as monthly forums for shared decision-making that align with each school's School Performance Plan. "At our SPMT meeting, our school planning management team, we hold our meetings on a monthly basis," said Dr. DeMarco Clark, principal of PTOIC High School, describing use of the team to monitor the school performance plan and ensure departments receive needed resources. Dr. Michael Pate of Cooper Lane said the team functions as "a decision-m structure, just not just a discussion," emphasizing alignment to community schools and use of MCAP and benchmark data to guide steps.
Hyetszville Elementary's Dr. Richard T. McKe described broad stakeholder representation — special education, teachers, parent engagement assistants, community school coordinators and parent representatives — and the use of surveys and family nights to expand input. Drew Freeman Principal Natasha Kyler said her school uses an Instructional Leadership Team (ILT) that meets monthly and works in tandem with parent engagement staff and the community school coordinator to incorporate parent feedback.
Board members asked whether the board could support SBMT work through policy changes, monitoring, or professional development. Vice Chair Olivo and other members suggested clarifying the administrative procedure and considering stronger implementation supports; board members asked principals to workshop suggested language and possible professional-development components before the next committee meeting.
By roll call, the committee recorded five affirmative votes to recommend policy 3415 to the policy sponsor for revision approval. Committee members said they expect revised language to clarify meeting cadence, membership expectations for schools in improvement, parent representation for subgroups, and ways the district will monitor implementation.
The committee will review the revised policy when the sponsor returns it at a future meeting.
