Committee sends $100,000 study request for Old Courthouse to budget after debate

The Sumner County General Operations Committee voted to forward a request to the county’s budget office for up to $100,000 to fund a professional evaluation of the Old Courthouse and related community engagement.
County Mayor (who presented the request) said the $100,000 would fund a preservation-oriented architect’s building-condition assessment (envelope, major systems, structural review, ADA/code gaps), a community engagement component (digital survey and public meetings), and a final report to guide next steps. The mayor said prior estimates for full architect services ranged from $80,000 to $110,000 and that the county had already discussed a panel to review RFQs and include staff and the county attorney in the process.
Several commissioners urged more time to review the packet material. One commissioner said they had not received the packet and did not want to vote on the request without time to digest the breakout; another moved to defer action to the June meeting to allow committee members more time to review documents. That amendment carried on a voice vote. The committee then restated the main motion and voted to send the up-to-$100,000 request to budget for further review by the full commission.
Staff noted an earlier search of state archives returned photographs but not original plans; the county had sent a records request to the federal archives in Atlanta and received pictures but no plans, and additional requests remained possible. The committee discussed using an online survey and town-hall meetings as part of community outreach, modeled after the county’s 2050 comprehensive plan engagement.
Mayor and committee members emphasized the work would follow procurement rules and that the $100,000 appropriation would be subject to budget review and commission approval. Several members expressed concern about advancing requests before all committee members had adequate time to review supporting documents; the item will now proceed to budget for the commission’s consideration.
The committee then moved on to other business.
