Dana Point planning commission approves coastal permit for Orange County Sailing and Event Center

The Dana Point Planning Commission unanimously approved Coastal Development Permit CDP26-00001 on March 23 for improvements at the Orange County Sailing and Event Center, 34451 Ensata Place, the commission decided.
Associate Planner Garrett Wank, the project manager, told the commission the site lies within the Dana Point Harbor Revitalization Plan and the coastal overlay zone and that staff "finds the application complies with all applicable standards and therefore staff recommends that the planning commission approve CDP26-00001 subject to the findings and conditions included in the draft resolution with condition 14 modified as described." Wank described proposed work that includes demolition of three existing storage sheds, replacement of six-foot fencing, installation of a 1,260 ft shade structure, two mechanical units at the rear of the property and three proposed 120 ft storage sheds.
Commissioners asked whether the permit carried a termination date; Wank said the permit is described as temporary in the staff report but currently "has no termination date" and that permanent improvements are expected in the future although "we don't know quite when those will be coming in." The staff presentation also noted the property's appeals jurisdiction before the California Coastal Commission.
In discussion, commissioners said they had reviewed the staff report, visited the site and could make the required findings. One commissioner stated there were no apparent adverse environmental impacts and that the project is consistent with the general plan and zoning code.
A motion to approve CDP26-00001 with the staff-recommended modification to condition 14 passed by voice vote, 5-0. The commission recorded the vote as unanimous; individual roll-call votes were not read into the transcript.
The commission recorded no public comments on the item. After the vote, staff noted the correction to condition 14 to reference part 2, chapter 8, section 8.5J for planning area 5. Staff also said permanent improvements related to the harbor revitalization remain in process but offered no schedule.
The commission closed the meeting and announced its next regular meeting will be April 13, 2026, at 6 p.m. in the City Council chambers at 33282 Golden Lantern, Suite 210, Dana Point.
