Duchesne County Library Board accepts state award, approves internet copyright-warning policy

The Duchesne County Library Board on April 21 accepted a Quality Library award from the Utah State Library Division and approved a new Internet policy that includes a warning about copyright infringement, the board said at its regular meeting at the Duchesne Library.
Director Daniel Mauchley shared the letter from the Utah State Library Division, which said the Duchesne County Library System "has gone above and beyond in the library services that it provides to the residents of the county." Board members said they were proud of staff for the recognition.
During the meeting the board also reviewed a training document from the American Library Association titled "Economic Barriers to Library Service Access." Members discussed the tension between holding patrons accountable for conduct and not creating barriers that limit access to library services.
On formal business, Jenny Adams moved to approve the March 2026 meeting minutes as written; Vice Chair Kathryn Crapo seconded the motion and the board approved the minutes unanimously. Later, Deb Evans moved to adopt the Internet policy with a copyright-infringement warning; Commissioner Jeff Chugg seconded, and the board approved the policy unanimously.
The board reviewed March statistics and the budget. A board member noted that usage figures for the Blackstone digital collection are lower than for other collections because Blackstone items typically require only a single checkout, after which the patron retains access; that usage characteristic explains apparent differences in circulation numbers.
A planned discussion with Myton Mayor Linda Harrington about potential shared services with Myton City's library was postponed; Harrington was unable to attend and will meet with the board in June, the minutes say. No members of the public offered comment during the meeting.
The board set its next regular meeting for Tuesday, May 12, 2026, at 4:30 p.m. at the Roosevelt Library and adjourned at 4:52 p.m. The minutes are pending approval at the next regular meeting.
