The Oakland board approved Resolution 2611 to award the town’s 2026 roadway improvement contract to Power Paving for $534,357.88, the lone bid received and significantly below staff’s estimate of roughly $600,000.
Staff told the board bids opened March 3, 2026, and that the town has approximately $700,000 available in the current budget for paving. Dennis and other staff discussed possible change orders for additional priority repairs and recommended reserving modest change-order authority rather than adding large extras at once.
Board members asked about bid participation and construction technique, noting the town’s current specification favors virgin asphalt rather than recycled asphalt pavement (RAP). Staff said they will continue to investigate sealing and preservation treatments to extend the life of recently repaved roads and plan to budget 10–20% of paving budgets for road-seal treatments on 5–10-year-old surfaces.
The board approved the contract award by voice vote and staff said they will provide the list of streets included in the contract to aldermen via email.
