Vlad Finkele, a planner with Kootenai County Community Development, told the hearing the church’s parcel is about 20 acres in the rural zone and that earlier approvals envisioned phased development including a main worship building, a future multipurpose building and outdoor sports fields. Staff said the comprehensive plan allows places of worship in the designation but raised a primary concern about wastewater because the site overlies a local aquifer and is subject to Panhandle Health District discharge limits.
