Lenoir council approves water contracts, accepts $3M for interconnect and authorizes $150K property purchase

Council also approved selection of McKim & Creed to perform service‑line material field inspections to support the water system's lead and copper rule service‑line inventory; the work is supported by 100% principal forgiveness funding of $1,000,000 through the state Division of Water Infrastructure.
Council accepted a resolution authorizing the Lenoir–Valdez interconnect project and noted prior state appropriations referenced in staff comments: an appropriation of $17,000,000 less loan fees through the North Carolina General Assembly and an additional $3,000,000 from the N.C. Department of Environmental Quality’s Division of Water Infrastructure to support the interconnect project. Planning and utility staff said the additional funding would support construction and interconnection work, and staff recommended council accept the funding as presented.
Following a closed session under the statutory citation read into the record (North Carolina General Statutes section referenced in the meeting), the council voted to purchase the property at 1380 Baton School Road for $150,000. The motion to approve the purchase was moved by Council member Stevens and the vote was recorded as unanimous.
The council also approved standard minutes and proclamations included in the consent agenda. City staff will proceed with contract finalization for the arc‑flash assessment and service‑line inspections and will report back to council on project timelines and implementation.
