Goochland creates new Precinct 403 at Avery Point to ease overcrowding at Precinct 402

The Goochland County Board of Supervisors on June 4 unanimously adopted an ordinance to create a new voting precinct — Precinct 403, West Creek — with Avery Point designated as the polling place.
County Registrar Ryan Mulligan explained the measure would shift about 1,269 registered voters out of Precinct 402, which has grown from roughly 2,031 registered voters in 2019 to 4,182 as of June 1, 2024. Mulligan said the new precinct will reduce long lines, improve accessibility for older voters and relieve safety and parking concerns at the existing site.
Avery Point representatives confirmed they can accommodate election-day logistics and pledged to work with county staff on parking and internal setup. Residents who spoke during the public hearing praised the change; one resident said she had stood in heavy rain for hours during prior elections and welcomed a closer, more accessible polling place.
The board adopted the ordinance by roll call; staff and the registrar noted that, under the Virginia Voting Rights Act procedures, the change will be publicized and will take effect 30 days after adoption, so it will not affect the June 18 primary.
What’s next: County staff will finalize an agreement with Avery Point, publish the updated official electoral map, and implement the precinct boundary and polling-place changes ahead of future elections.
