Goochland supervisors reappoint Barbara Young amid heated public debate over library policies

The Goochland County Board of Supervisors voted June 4 to reappoint Barbara Young to the Pamunkey Regional Library Board of Trustees after a prolonged public comment period and several supervisors’ statements about audits, governance and circulation policy.

A stream of residents urged the board to consider the full slate of applicants and to ensure trustees reflect the county’s diversity. Barbara Sloan, who identified herself as a trustee and longtime volunteer in District 3, said trustees had worked to update bylaws and strengthen financial oversight: "She created a thoughtful focused path to update our obsolete bylaws ... She takes the fiduciary responsibility of the board and the use of taxpayer money very seriously," Sloan said in support of Young.

Other speakers framed the debate as a First Amendment and access issue. A public commenter who identified herself as a resident and taxpayer told supervisors she was "very much concerned with the way our Pamunkey Regional Library Board is going" and urged appointment decisions that preserve broad access to history and materials for Black, brown and queer residents.

Supervisor Dwayne Lyle (identified in the meeting record as Mr. Lyle) said he had reviewed all five applicants and used a set of five questions focused on audits, the system’s financial health and bylaws to inform his vote. He told the board he wanted trustees who would press for timely completion and public sharing of the fiscal-year audits for 2022 and 2023 and ensure the 2024 audit is completed on schedule.

Vice Chair Tom Winfrey and other supervisors repeatedly emphasized the board’s role is to appoint trustees but not to manage day-to-day library operations; staff and the trustees are responsible for administration. Economic development director Sarah Worley told the board staff had discussed the county’s position and that Goochland’s financial commitment would not increase as a direct result of King and Queen County’s withdrawal from the regional system, a point several supervisors cited when weighing future budget exposure.

After discussion, the board approved the slate of appointments, including the reappointment of Barbara Young to the Pamunkey Regional Library Board. The board’s action pertains to the trustee appointment only; operational questions, audits and any policy changes remain under the library’s stewardship and will be matters for the trustees and regional staff going forward.

What’s next: Supervisors said they expect trustees and staff to address outstanding audit timelines and to keep participating counties informed about the Pamunkey Regional Library's finances and bylaws. The reappointment is effective immediately; no additional board action on library policy was taken at the June 4 meeting.
