Rohnert Park releases schedule for general plan and draft EIR; planning commission briefing set

Rohnert Park's development director Alli Judicy and consultant Barry Miller briefed the council on the status of the multi‑year general plan update and the draft Environmental Impact Report (EIR).
Miller said the update covers mandatory state general plan elements and new material on climate change and racial, social and environmental justice. The project has involved years of outreach — council study sessions, planning commission hearings, community pop‑ups and tribal consultation — and the city expects to release the draft general plan and draft EIR in late September, beginning a 45‑day public comment period.
"Hypothetically if we release the plan on September 22nd you'd be looking at a deadline of November 10th for response to comments," Miller said while walking through the schedule. Staff said they will prepare a response‑to‑comments document and then present a final EIR and recommended plan to the planning commission and council, with a target for a planning‑commission recommendation in January 2026.
Public commenters asked about outreach metrics, how environmental justice is embedded in elements such as economic development, and the greenhouse‑gas baseline used in the analysis. Staff and the lead consultant said they will provide a community outreach summary, that more than 1,000 people have requested notices for the draft materials, and that updating greenhouse‑gas base‑year data and preparing a climate action plan are listed as mitigation and follow‑up actions in the draft materials.
The presentation emphasized that parts of the plan will be updated to reflect recent completed city documents (parks master plan, active transportation plan) and that the draft EIR will include detailed technical appendices on greenhouse gases and other resource topics.
