The Bradley County Legal & Legislative Committee discussed whether to expand HCI program eligibility to include IRS 501(c)(19) veterans organizations such as American Legion posts and Veterans of Foreign Wars.
Commissioner Blake introduced the topic, saying it "is fairly simple" and suggested adding 501(c)(19) organizations to the eligible‑applicant definition so veterans’ posts can apply directly for HCI funding. Legal counsel cautioned that 501(c)(4) entities are broader and allow political lobbying and therefore would be problematic to add; counsel described 501(c)(19) as narrower, limited to posts and societies of past or present members of the U.S. armed forces.
Committee members asked staff (Crystal) to research exact statutory and IRS implications and return with a recommendation before the HCI application cycle later in the year. No motion to change HCI eligibility was adopted at the March 25 meeting.
Next steps: staff will investigate whether the HCI policy should be amended to add 501(c)(19) organizations and present findings at a future committee meeting.
