Chino council forms CFD 2026‑1 to fund infrastructure for 516‑home Meadows development

The Chino City Council on March 3 approved the formal creation of Community Facilities District (CFD) 2026‑1, The Meadows, to finance required infrastructure and municipal services for the planned neighborhood of roughly 516 single‑family homes.
Deputy Finance Director Nadine Lowry and Heidi Sheppey of Webb Municipal Finance told the council the CFD will be divided into three improvement areas and will fund both capital improvements and ongoing services through a special tax levy under the Mello‑Roos Community Facilities Act. Sheppey said the council had already adopted resolutions of intent and the actions taken tonight complete the formation steps, including accepting the tax consultant’s report and calling the landowner election.
Lowry summarized the actions before the council: adopt the formation resolutions, call the election for the improvement areas, receive and certify the election results, and introduce the implementing special tax ordinance. After the clerk announced that all ballots had been cast and the election results were unanimous in favor of the propositions, Councilmember Lucio moved and Councilmember Comstock seconded the resolutions and the motions passed by voice vote, 4–0, with the mayor absent.
The council also introduced ordinance 2026‑0002 to levy the special tax and authorized the city manager to execute necessary documents; staff waived further reading and the second reading of the ordinance is scheduled for March 24. No members of the public addressed the council during the CFD hearing.
The CFD will allow the city to apportion certain development impact costs and provide a funding mechanism for long‑term service needs in the district. City staff told the council tonight that adoption of the resolutions determines the necessity to incur bonded indebtedness and directs recording of the special tax lien if the measures proceed.
