Board deems Schwinski pool-and-patio redesign complete and directs resolution with stormwater conditions

Kenneth Schwinski and his architect, Anthony Addesso of Paradigm Architecture, presented a redesign of the backyard patio, screened deck and pool area that increases impervious coverage but adds a subsurface stormwater management system to mitigate runoff.
Schwinski testified the project removes an existing patio and constructs a new screened deck and adjacent open deck with reconfigured paving around a pool. Architect Addesso said the redesign includes upgraded recharge and subterranean piping and that the project remains compatible with the neighborhood’s subdivision stormwater infrastructure.
Board professionals requested additional details about topography, inverts and construction phasing and asked applicants to show square footage of land disturbance and final inverts on revised plans. The Environmental Commission requested best-management practices and tree protection during work. The board found the proposed stormwater measures and plan revisions adequate to address detriments associated with increased coverage and voted to direct the board attorney to draft a memorializing resolution with stipulated conditions.
A motion to deem the application complete and to draft a resolution granting the requested variances passed on the record with board affirmations; the board noted that final engineering details and any DEP-required approvals must be supplied before permits are issued.
"We are increasing impervious coverage but are providing a stormwater management system to compensate," the project architect said during the hearing.
The board instructed staff to include standard conditions about construction practices and to require final as-built/performance information before occupancy or other approvals.
