Board approves a slate of administrative resolutions and routine motions

- Resolution R-042126: Transmit the FY25 Capital Improvement Element/short-term work program report to the Georgia Department of Community Affairs (DCA) for review (required to maintain qualified local government status); staff reported roughly $51 million in projects for 2024–2029 across departments and noted completed projects and pending priorities.
- Resolution expressing desire to participate in the national prescription-opioid litigation settlement (presented by county attorney Stephanie Johnson); Johnson said participation is the sole route under Georgia law to obtain settlement funds and the county's eventual share is not yet determined.
- Resolution R-042126B: Authorize rehiring retirees into hard-to-fill county positions (presented by acting county manager James Brown).
- Resolution R-042126C: Adjust defined-benefit handling for retirees rehired by the county (allowing retirees to continue payments or suspend them while reemployed).
Motions for each item were made and carried unanimously; the transcript records the board's unanimous voice approval rather than individual roll-call tallies. Staff will proceed with the tasks required to implement each action, including transmitting materials to DCA, executing settlement-participation paperwork if applicable, and enabling rehiring under the new rules.
