New Providence council approves Maple Street progress payment, multiple requisitions and budget insertions

The New Providence Borough Council on the evening's agenda approved several routine municipal resolutions and requisitions, including a progress payment to a contractor on the Maple Street improvement project and a small opioid-settlement revenue insertion into the 2024 budget.
Engineering presented Resolution 2024-255 to approve progress payment No. 1 for Portofino Builders in the amount of $147,137.20 for the NJDOT FY 2023 Maple Street improvement project. "This approves the progress payment number 1 for the work that's already done on Maple Street as of, August 28," Engineering (Alex) said. The council moved and the chair declared the matter approved.
Finance read Resolution 2024-256 to insert $1,878.38 from a national opioid settlement into the borough's 2024 budget to be used for opioid remediation. Finance also presented a bills-payable list (Resolution 2024-257) totaling $3,809,794.16, which included line items listed on the record such as a Board of Education levy payment of $451,600, a Horizon Health payment of approximately $125,600, the library appropriation ($98,258.08) and several debt-service payments to the Depository Trust Company. The council approved the bills-payable resolution.
Public-works requisitions and equipment replacements were approved as read by engineering: a replacement motor for Summit pump No. 2 (R2401832, not to exceed $14,949), testing on a 60-horsepower motor for low-lift pump No. 3 (R2401867, not to exceed $6,720), catch-basin grates funded from Clean Communities grant money (R2401705, not to exceed $16,104) and two Raynor Group requisitions to replace air-conditioning units at municipal facilities (one for the DeCorso Center, $3,870, and one for the municipal center lobby, $19,998).
Other items approved on the consent-like portion of the agenda included Resolution 2024-253, allowing Michael and Danielle Mazaca to install a picket fence within a borough right-of-way at 41 Commonwealth Avenue subject to conditions (maximum 4-foot height, no plantings on the street-facing side, owners must remove the fence at their expense if borough access is required), Resolution 2024-258 authorizing the PBA to sponsor a trunk-or-treat event on Oct. 19, and Resolution 2024-259 to requisition about $1,204.93 for highway traffic control on High Street.
The council heard brief committee and community reports — from recreational events to a notice about free COVID tests coming to the library — and a planning-board update that reported a subdivision application on Earl Place and a near-term schedule for construction of new pickleball courts.
